In November 2025, New Jersey Governor Phil Murphy announced his sixth round of executive clemency actions — a sweeping initiative that granted 36 pardons and 19 commutations to individuals across the state who have demonstrated accountability, rehabilitation, and deep personal growth. Among those granted a full pardon was our client, Maria (name changed for privacy) whose decades-old conviction had followed her for most of her adult life.

At National Security Law Firm (NSLF), we are honored to have represented Maria in her clemency petition and to have helped secure this extraordinary outcome. Moments like this underscore the power of second chances and the profound impact thoughtful executive mercy can have on individuals, families, and entire communities.

A Life Marked by Accountability and Transformation

Maria’s convictions date back to 1999, involving narcotics offenses and endangering the welfare of a child. For more than two decades, she carried the burden of that record while rebuilding her life, maintaining stability, and demonstrating a long, continuous pattern of responsible, law-abiding conduct.

Her case exemplifies what Governor Murphy and the Clemency Advisory Board have emphasized: that clemency is not merely about the past, but about who a person proves themselves to be afterward.

Maria’s record of rehabilitation, her dedication to her family, and her unwavering commitment to self-improvement made her an especially compelling candidate for executive mercy. Her story reflects the spirit behind New Jersey’s expanding clemency initiative — that redemption is possible, and that the law should leave room for true transformation.

New Jersey’s Clemency Initiative Continues to Make History

Governor Murphy’s November 2025 announcement marks 283 total clemency grants since the launch of the initiative, firmly positioning New Jersey as a national leader in criminal-justice reform and second-chance efforts.

Supported by Executive Order 362, the state’s first-ever Clemency Advisory Board has reviewed more than 4,000 applications. The Board prioritizes cases involving:

  • long periods of good conduct,

  • non-violent offenses,

  • survivors of domestic violence whose victimization influenced their criminal conduct,

  • individuals who received excessive sentences tied to “trial penalties,” and

  • applicants who can demonstrate profound personal rehabilitation.

Pardons granted this month reflect the administration’s continued commitment to restoring dignity, opportunity, and hope to those who have rebuilt their lives. As Governor Murphy said, “Each grant of clemency represents a renewed opportunity for someone who has demonstrated accountability, growth, and a sincere commitment to rebuilding their life.”

We saw these qualities in Maria throughout her case.

What This Pardon Means for Maria

The pardon granted to Maria is far more than a legal remedy — it is a life-altering restoration of freedom and opportunity.

With this executive action, she can now:

  • pursue educational and career opportunities previously closed to her,

  • apply for professional licenses without the weight of her old record,

  • move forward without the stigma of a decades-old conviction, and

  • provide her family with a future unburdened by her past.

A pardon cannot undo the challenges she has faced, but it opens a door that had been shut for more than 25 years. For Maria and her family, this moment marks the beginning of a new chapter — one built on resilience, reform, and hope.

NSLF’s Role in New Jersey Clemency Petitions

Our representation of Maria reflects our firm’s growing commitment to helping individuals across New Jersey navigate the complex and often overwhelming clemency process. Petitions require not just legal skill, but also deep narrative work, careful presentation of rehabilitation, and an understanding of what the Clemency Advisory Board seeks to evaluate under Executive Order 362.

At NSLF, we:

  • build comprehensive personal-history narratives,

  • compile evidence of rehabilitation,

  • prepare compelling arguments aligned with the governor’s clemency standards,

  • gather community support, letters, employment records, and certificates, and

  • ensure each petitioner’s story is told with dignity, accuracy, and strength.

We are proud of the trust our clients place in us and deeply honored when their second chance is granted.
