What’s at Stake with a Negative OER or NCOER?

OERs and NCOERs are supposed to reflect your performance accurately. But one negative report—whether due to bias, retaliation, or error—can derail everything:

When You Need a BCMR Instead

Here’s the critical difference: The Privacy Act can fix factual mistakes, but it cannot re-litigate judgments.
