Why Awards Get Downgraded

Downgrades often feel personal, but they’re usually the result of bureaucratic bottlenecks, subjective judgments, or command politics. Common reasons include:

  • Quota limits. Higher awards are limited and tightly controlled.

  • Command politics. Personal conflicts or “who you know” can play a role.

  • Administrative errors. Missing documentation or incomplete narratives can sink an award.

Example: A platoon sergeant is recommended for a Bronze Star with “V” device for combat leadership. By the time it reaches higher command, it’s downgraded to an Army Commendation Medal.


Can You Upgrade a Downgraded Award?

Yes—but it’s not easy. Congress created review boards specifically to correct injustices in awards and decorations. These boards have the authority to upgrade, downgrade, or correct errors in military awards.

Step 1: Gather Documentation

  • Original award recommendation or citation.

  • Witness statements.

  • After-action reports.

Step 2: File the Correct Form

  • DD Form 149 for BCMRs.

  • DD Form 293 if connected to a discharge review.

Step 3: Build a Compelling Argument

  • Show that the downgrade was unjust, arbitrary, or procedurally flawed.

  • Provide new evidence or context not considered during the downgrade.

  • Cite comparable awards for similar actions when possible.

Step 4: Appeal if Necessary
