Former National Security Law Attorney Advising U.S. Army Intelligence Organizations on Security, Personnel Security, Counterintelligence, and Classified Information Matters

Luke Rose has spent much of his career advising intelligence organizations, military commanders, and national security officials on how the government evaluates security risks, protects classified information, and determines who can be trusted with access to sensitive national security programs.

For more than a decade, Luke served as a National Security Law attorney for the Department of the Army, providing legal counsel on intelligence operations, personnel security, counterintelligence matters, insider threat concerns, access to classified information, and the protection of sensitive national security interests. His work placed him alongside intelligence professionals and senior leaders responsible for safeguarding some of the government’s most sensitive information and capabilities.

Working directly with military intelligence organizations and decision-makers, Luke advised on how security concerns should be evaluated, how risks should be mitigated, and how decisions affecting access to classified information and sensitive positions should be made. His experience provides clients with a rare understanding of how government agencies assess trustworthiness, evaluate security concerns, investigate potential issues, and determine whether an individual presents an acceptable security risk.

During his government career, Luke served as the Brigade Judge Advocate for the Army’s 66th Military Intelligence Brigade, one of the Army’s premier intelligence organizations in Europe. He later served as a National Security Law attorney supporting intelligence operations in Afghanistan and as a National Security Attorney for U.S. Army Futures Command, where he advised on intelligence, security, emerging technology, and the protection of critical national security capabilities.

Today, Luke leads National Security Law Firm’s Security Clearance and Personnel Security Practice. He represents service members, federal employees, contractors, and applicants facing security clearance denials, revocations, Statements of Reasons (SORs), Letters of Intent (LOIs), suitability concerns, and other matters involving government trust and risk determinations. His experience inside the national security and intelligence communities allows him to help clients understand not only the legal issues involved in their case, but how government decision-makers are likely to evaluate the underlying security concerns, mitigation evidence, and overall risk profile presented by a case.
