Her roles included pivotal positions such as Staff Director for the Senate Committee on Small Business and Chief Investigative Counsel for the Special Committee on Aging, where she earned acclaim for her rigorous investigative approach.

Transitioning to the Executive Branch, Emilia spent 17 years in high-profile roles, notably as Deputy Inspector General at the Department of State and Chief of Staff at the Federal Housing Finance Agency. In these capacities, she demonstrated exceptional leadership and oversight, influencing policy and operational strategies critical to national security and governmental integrity.
