The Goal: Winning Coast Guard Record Corrections That Change Lives
When your Coast Guard record is wrong, everything is at risk—your career trajectory, your benefits, and your legacy. Imagine if those errors were fixed: your Other Than Honorable discharge upgraded to Honorable, your disability rating corrected to 50% with retroactive retirement pay, your unjust OER expunged so your promotion eligibility is restored. These are the dream outcomes veterans deserve, and they’re exactly what the Coast Guard Board for Correction of Military Records (CG BCMR) can deliver.

What Is the Coast Guard BCMR?
The Coast Guard Board for Correction of Military Records (CG BCMR) is the highest administrative authority for correcting Coast Guard records. Established under 10 U.S.C. § 1552, the BCMR can fix errors or injustices in official military records when there’s sufficient evidence.
The CG BCMR Has Authority To:
-
Upgrade discharges (OTH → General → Honorable).
-
Change separation codes or reenlistment (RE) codes.
-
Correct improper or unfair Officer Evaluation Reports (OERs).
-
Fix disability ratings, including retroactive medical retirement.
-
Restore backpay, allowances, and retirement credit.
-
Correct dates of rank and promotions.
-
Reinstate awards or decorations missing or downgraded in error.

Why Coast Guard Record Corrections Matter
Errors or injustices in your record have long-lasting consequences:
-
Lost Pay & Retirement: Improper disability ratings can mean severance pay instead of lifetime retirement benefits.
-
Blocked Promotions: An unfair OER or entry can permanently stall your career.
-
VA Benefit Denials: Errors in medical records or discharge status can block healthcare, compensation, or education benefits.
-
Employment Barriers: Negative separation codes or discharges can follow you into civilian life.
-
Tarnished Legacy: Your official record may not reflect the service and sacrifice you actually gave.
The Process: Filing With the Coast Guard BCMR
Step 1: Identify the Error or Injustice
Be clear whether your issue is a factual error (wrong date, missing award) or an injustice (bias, retaliation, unfair discharge).
Step 2: Collect Evidence
-
Personnel records, OERs, NJP/Article 15 paperwork.
-
Service treatment and VA medical records.
-
Civilian medical or psychological evaluations (especially for PTSD, TBI, MST).
-
Sworn witness statements.
-
Post-service conduct evidence (employment, education, community service).
Step 3: File DD Form 149
The official form for BCMR petitions.
Clearly state the correction requested, the basis for the claim (error or injustice), and reference your evidence.
Step 4: Submission
Mail or electronically submit DD-149 and your evidence packet. Keep proof of submission.
Step 5: Review and Advisory Opinions
The BCMR may request advisory opinions from Coast Guard staff offices, including legal or medical advisors. You may have a chance to rebut these opinions.
Step 6: Decision
-
Granted: BCMR corrects the record, issues a DD-215 if needed, and DFAS recalculates pay or benefits.
-
Denied: You may refile with new evidence or pursue relief in federal court.
Timeline for CG BCMR Cases
-
Acknowledgment: 30–60 days after filing.
-
Advisory Opinions: 3–6 months.
-
Board Decision: 9–12 months.
-
Overall Timeline: Typically 12–18 months.
Hypotheticals: Coast Guard BCMR in Action
Case 1 – Retroactive Medical Retirement
Boatswain’s Mate First Class Davis was separated with 20% disability for knee injuries. The VA later rated him at 60%. The CG BCMR corrected his rating, awarding retroactive medical retirement and TRICARE.
Case 2 – OER Expunged
Lieutenant Perez received a negative OER after filing an IG complaint. The CG BCMR removed the report, restoring her promotion eligibility.
Case 3 – Discharge Upgrade
Seaman Apprentice Lewis was discharged OTH for minor misconduct later linked to PTSD. The CG BCMR upgraded his discharge to Honorable, restoring VA benefits.
Common Mistakes in Coast Guard BCMR Petitions
-
Filing without supporting evidence.
-
Making vague requests (“fix my records”).
-
Missing the 3-year deadline without requesting a waiver.
-
Submitting emotional appeals without legal framing.
-
Filing with the wrong board (e.g., DRB instead of BCMR).
(Related: see our post on common mistakes on DD Form 149 that get cases denied).
FAQs
Can the BCMR award backpay?
Yes. If the correction affects pay, DFAS recalculates and issues retroactive payments.
What if I’m past the 3-year deadline?
The BCMR can waive the deadline “in the interest of justice.”
Can BCMR correct medical retirements?
Yes. It can raise ratings and place veterans on the Disability Retired List retroactively.
Can BCMR overturn a court-martial?
No. It cannot set aside court-martial convictions.
