
Steven E. Colón is a seasoned federal employment and national security attorney with over 25 years of experience representing and advising government agencies, private sector defense contractors, and individual clients at the intersection of federal law, civil rights, and national security. He served as Senior Counsel at the U.S. Department of Homeland Security’s Immigration & Customs Enforcement, Office of the Principal Legal Advisor, Steven drafted complex briefs and motions for administrative proceedings and federal court litigation, advised on human relations and employee discipline matters, and served as second chair in U.S. District Court cases involving Title VII, the Equal Pay Act, and the Freedom of Information Act. His career spans landmark institutions including the Transportation Security Administration, U.S. Customs Service, and the Department of Commerce, where he built an exceptional record litigating and advising on the most sensitive and consequential employment matters in the federal government.
Steven’s expertise spans federal employment law, administrative litigation, equal employment opportunity, whistleblower protections, and national security policy. As Assistant Chief Counsel for Administrative Litigation at TSA, he led a 35-person, multi-office national legal team handling Merit Systems Protection Board and Equal Employment Opportunity Commission matters of the highest significance. As Director of Legal Affairs at QinetiQ US, he provided executive-level legal guidance on employment, civil rights, government contracting, and regulatory compliance — overseeing litigation risk, severance agreements, DEI programs, and the deployment of emerging technologies under Privacy Act and IT requirements. He has also provided expert legal analysis on matters involving the Uyghur Forced Labor Protection Act, the Fourth Amendment, and Title 5 of the U.S. Code in connection with federal workforce and enforcement operations.
Beyond his legal practice, Steven is deeply committed to education and professional development in the law. He serves as an Adjunct Professor at Washington & Lee University School of Law, where he instructs students in the full lifecycle of employment litigation — from complaint through trial — as part of the school’s intensive Litigation Immersion program. A graduate of The George Washington University Law School and The College of the Holy Cross, Steven is a recipient of numerous distinguished awards, including the DHS Office of General Counsel Excellence Award and multiple Trial Attorney of the Year honors.
