Danielle N. Moora is an accomplished attorney with nearly two decades of experience in the Federal Government, focusing on civil litigation, regulatory compliance, and national security law. Prior to joining NSLF, Danielle served as Senior Counsel in the Federal Court Litigation branch of the Transportation Security Administration (TSA) Office of Chief Counsel, where she represented the agency through all phases of litigation. She successfully handled complex cases involving torts, employment discrimination, and constitutional claims. Danielle’s work in litigation, which included drafting motions, conducting discovery, overseeing depositions, and preparing for trials, resulted in significant legal victories. In 2024, she was honored with two DHS Secretary’s Awards for Team Excellence for her outstanding litigation efforts.

Before her tenure at TSA, Danielle spent 13 years at U.S. Customs and Border Protection (CBP) in the Office of Chief Counsel, where she advanced through several leadership roles. She managed litigation efforts across various programmatic areas, including the border wall portfolio, and provided legal guidance on a wide array of topics such as trade, procurement, torts, real property, environmental issues, and fiscal law. Danielle also played a pivotal role in preparing senior officials for hearings, briefing congressional staff, and advising high-level DHS leaders, including the DHS Deputy Secretary. During her career at CBP, Danielle earned numerous accolades, including the DHS Gears of Government Award (2019), the Assistant Attorney General’s Award for Excellence (2019), and the DHS Secretary’s Unity of Effort Award (2018) for her work on the Border Wall Acquisition and Program Management. She was also recognized with the CBP Commissioner’s Award (2017) and the “One OGC” Award (2013) for her work on Comprehensive Immigration Reform.

Danielle’s deep expertise in both federal and national security law is complemented by her ability to strategically manage litigation and navigate complex legal frameworks. Throughout her career, she has been recognized for her leadership, analytical skills, and exceptional ability to align legal strategies with organizational goals, ensuring positive outcomes even in the most challenging cases.

Danielle graduated with honors from Syracuse University in 2003 with a B.A. in Psychology and Political Science from the Maxwell School of Citizenship and Public Affairs. She earned her Juris Doctor, Cum Laude, from Syracuse University College of Law in 2006, where she also received a Certificate in National Security and Counterterrorism Law through the Institute for National Security and Counterterrorism (INSCT). Danielle served as a law clerk in the Onondaga County District Attorney’s Office during law school, further enhancing her legal acumen.

A native of Upstate New York, Danielle resides in Virginia with her husband and two children.
